It has been proven that the anti-crisis management program can determine the presence of three enterprise development systems that determine the choice of directions for anti-crisis management: "conditionally stable system," in which passive anti-crisis management is sufficient, "system with the manifestation of crisis phenomena," and "general crisis system," which requires the application of active anti-crisis measures. The goals of enterprise anti-crisis management vary depending on the type of financial system of the enterprise. Thus, anti-crisis management under the conditionally stable system aims to diagnose the indicators of enterprise activity for timely detection of manifestations of crisis phenomena. In the system expressing crisis phenomena, anti-crisis management aims to localize detected crises, overcome their negative impact, and restore pre-crisis indicators. The goal of anti-crisis management under the general crisis system is to manage the enterprise in conditions of prolonged crisis (stagnation). Each model of anti-crisis management has corresponding stages, the implementation of which is aimed at minimizing the negative impact of crisis phenomena on the enterprise's activity. The methods of anti-crisis management during the war have been systematized. The methods of anti-crisis management can be attributed to the entire set of methodological tools that include a complex of measures from pre-crisis diagnosis to methods of its elimination and overcoming. Based on the essential characteristics and the need to decide on applying anti-crisis methods at each stage of the enterprise's life cycle, their consideration from the perspective of diagnostic and crisis management methods is envisaged. Based on the application of a methodological approach to the formation of the system of forecasting anti-crisis management measures at the enterprise, the use of an algorithm for anti-crisis management to choose the direction of anti-crisis management at enterprises (passive or active) has been proposed. m It has been proven that the anti-crisis management program can determine the presence of three enterprise development systems that determine the choice of directions for anti-crisis management: "conditionally stable system," in which passive anti-crisis management is sufficient, "system with the manifestation of crisis phenomena," and "general crisis system," which requires the application of active anti-crisis measures. m Based on the application of a methodological approach to the formation of the system of forecasting anti-crisis management measures at the enterprise, the use of an algorithm for anti-crisis management to choose the direction of anti-crisis management at enterprises (passive or active) has been proposed

In conditions of national economy's unstable development, the primary task of the enterprise internal management is to timely assess and predict the effects of external fluctuations on the state of the enterprise and to develop effective management decisions. The article aims to develop the methodological approach, which, based on a set of models for recognizing an artificial crisis or localizing a natural crisis, allows the crisis management of an enterprise considering its resource capabilities and stage of the life cycle as the interaction of system-forming spheres of life, namely production, financial, and labor. The practical value of the approach consists in developing a system of econometric and cognitive modeling models that allows developing a set of managerial decisions that are adaptive to external and internal fluctuations for localizing a natural crisis or recognizing an artificial crisis. The methodological approach was implemented at Ukrainian industrial enterprises. As the results of the study, several different scenarios of solutions for crisis management of the enterprise were obtained.

According to the authors of the article, the creation of a specific structure for anti-crisis management should depend on the volume of activity and size of the enterprise, as well as the phases of the crisis: light, deep, catastrophe. As a result of this study, the authors found that the issues of organization planning of the company's anti-crisis management services and the mechanism for its functional provision remain insufficiently investigated today. The principles considered by the authors on the proposed introduction to the anti-crisis management service argue that it should always be ready to overcome the crisis or critical pre-crisis situation that may arise due to a conflict of interests of the owners of enterprises in the market and the influence of factors of the internal and external environment.

In recent years, there have been many different crises such as the dotcom crisis in the late 1990s, the global financial crisis of 2007-2009, the pandemic economic crisis and the global economic recession of 2020, the rise in commodity prices and the increase in inflation from 2021, the out-break of war in Ukraine, the energy and food crisis that occurred in 2022 in many countries. In addition, the climate crisis is also increasingly developing, which is generated primarily by the still high level of civilization's greenhouse gas emissions and the accelerating process of global warm-ing. As the scale and frequency of various crises increase, more and more business entities and public institutions are taking various anti-crisis measures, creating and improving risk manage-ment systems, early warning systems and contingency plans, carrying out corrective and develop-mental restructuring processes, creating innovative solutions to flexibly adapt to the changing environment. As the climate crisis is likely to develop for many years to come, so the importance of achieving the goals of sustainable development and urgently carrying out a green transformation of the economy is growing. In the context of the issues outlined above, the importance of efficient organizational management, information management and crisis management is growing. The improvement of the management processes of economic entities, including crisis management, has been realized in recent years through the implementation of new ICT information technologies and technologies typical of the current fourth technological revolution, Industry 4.0, into information systems.

Enterprises with a growing obligation to sustain their business activities in economic environments of increased levels of uncertainty and risk as a result of the novel circumstances of a developing and changing world and the diverse influences thereof, must be in a position to assess these uncertainties and risks in an accurate manner and develop preparedness for potential crises. Contemporary studies point out that the fact that an enterprise faces a crisis is not necessarily as much of an issue as the type and the timing of that crisis and how prepared the organization is to tackle it. The most effective and decisive elements of crisis management are proper forecasting and the minimization of the adverse effects of a crisis through a timely application of appropriate preparedness measures. In this respect, this paper first presents a general theoretical framework for crises and crisis management, followed by a survey into the perception of crisis and crisis management held by small and medium s ized e nterprises a ctive a t t he G aziantep B aspınar industrial zone.
Crisis Management, 2010
Obviously, any business corporation hopes it never has to face, under any circumstance, a situation that could cause an important interruption of its business activities, particularly if this situation could engender extensive media coverage and public anger. A crisis is an abnormal situation, or even perception, which is beyond the scope of everyday business and represents a real threat to the operation, safety and reputation of any business organization. A crisis situation disrupts the way an organization conducts business and attracts significant new media coverage and/or public scrutiny. Typically, these crises have the capacity to have negative financial, legal, political, or governmental repercussions on the business corporation activities, especially if they are not dealt with in a prompt and effective manner. Crisis management is defined as the intervention or co-ordination by individuals or teams before, during, or after an event to resolve the crisis, minimize losses or otherwise protect the organization; in other words, the way in which a crisis situation is managed during its evolution by the top management of a business corporation. It is considered a process designed to prevent, or reduce to the minimum possible, the damage a crisis can inflict on business corporation activities and to its stakeholders. When a crisis occurs, there is no other choice than to handle it properly with the purpose of reducing to a minimum the negative impact that it can cause to the business corporation activities. To handle a crisis situation, it is better to divide it into different phases. These phases are the following: 1). Pre-crisis phase, 2). Crisis response phase, 3). Post-crisis phase. The pre-crisis phase is concerned with prevention and preparation of the business corporation to handle a crisis situation in the best way possible. The crisis response phase is the one during which the top management of a business corporation must respond to a crisis situation. The post-crisis phase looks for ways to better prepare the business corporation for the next crisis. In this phase the top managers of a business corporation should fulfill all commitments adopted during the crisis

After an initial period of ignorance of the phenomenon of crises that are experienced by businesses, a fast expanding literature is approaching this issue. However, the present authors perceive a lack of commonly agreed conceptualization and taxonomy in debating the situations when companies are facing difficulties. We explore in this paper how economic theory and management knowledge could assist escaping such challenging contexts. We argue that a narrow focus on financial indicators of the company is critical for any business decision targeting the restructuring and reorganization but the deep causes of the challenging context should be identified. We argue that crisis management has in common principles and approaches with risk management but the delimitation should be made clear. There may be organizational crisis when risk management approaches could be employed in order to deal with them but there are many instances when the approach of risk management is insufficient or even ...
